I can't imagine why silencing spells would be a problem in a muggle building. How are the muggles to know? It's like walking around naked in your locked apartment. How is anyone to know - or care?
Author's Response: It is the principle of it. I have assumed that there would be strict code against the use of magic around Muggles. You, however, can create whatever rules you like. For my story, these just so happen to be my rules.

"...He truly did enjoy his date with Ginny Weasley" not that anyone doubted he would. Draco's in quite the slump, isn't he? Everyone around him, except Sandy, is sparkling more than he is. I hope Ginny shakes him up.
