ok. so let me start by saying this is a really cute and good idea for a story. but the way you have written it so far needs some work; its very choppy and they characters haven't really had any time to develop. Try adding in more details and strive to make it flow a bit better.
But its really nice so far! good luck!

Nice, I loved how Hermione stole Sev's wand! Ginny sticking up for Draco with Molly was a nice touch. Arthur's threat had me rolling- he always seems so calm. Poor Pansy! Good for Ron, sticking up for her and worrying over her. I really, really liked this chapter.

It's very...fast. Not that that's a bad thing, but you'll want to make sure that you keep up the tempo.
I liked it though. Seems like something that's almost taking the mick out of all those arranged marriages fics.

Love the idea of the story! The first chapter was great but there were a few times where it felt a little rushed. But like I said, the idea is great and I can't wait for the next update!

hm... I like the switching of b/f's and g/f's for the weasley boys... and I think it would be great to see a mean but softened Draco, but I really like this so far and I can't wait for the next chapter!

This is a great chapter so far! Oh, at first, I thought it was going to be one of those cliche arranged marriages that have been popping up all over fandom, but this is so wonderful! I just wish you didnt break up Ron and Hermione. *sigh* Oh, well. I still got my DG fix.
I loved the part between Charlie and Fred and Katie and Alicia. It was priceless. "Oh, look. We've switched fiances. Cool, dude." I am so glad that Luna is with Blaise! Yes! Percy and Daphne was really unexpected, but I think they'll be a great couple!

I love the pairings! I always love the fics where they have to be married. I love you idea though, with the minimum of 3 children and no contaceptives.

This is a goofy story so far. If it's meant to be humorous/light, I think that's fine. I really don't want to see any more Hermione/Snape (yick), and I'm not sure what your motivation was for giving Harry an underage soul mate (maybe we'll see?)
I think Ginny's line about Burger King was the best part of the story so far. More details like that would be excellent. I also thought this first part was rather rushed. It would have been good to hear the characters' reactions to the new law before they arrived at the Ministry to be matched up.

~I love the idea, but it is too rushed with too many characters. It is going to be a lot for you to keep up. Not to mention none of the characters fought the law or their mate serioiusly. But that is just me.~

That is the funniest thing I have read in a long time. Please post another chapter as soon as you can. I loved it...Ron and Pansy *cackle* The bit about working at Burger King had me spitting my drink out I was laughing so hard. Great start!
