If she's considered long dead in the wizarding world, including by Lucius, then why was there such a heated discussion over where she would go in the event of him demanding her return?

Author's Response: I guess they didn't need to get so rushed, but, my logic was: Lucius is out there and all it would take is someone slipping up in a conversation at the wrong time for him to get wind that she's not dead. She can't really stay housebound forever, so they'd need to find a more permanent location. Ultimately, Ginny was thinking that her "death" was only going to be temporary and that she'd be able to come out soon. Now she can't, so it's kind of devastating.
